After rereading Jaco the Galactic Patrolman with sufficient knowledge of Ultraman, I can pick up on ideas Toriyama implemented.

Jaco is obviously based on Ultraman in design. The Galactic Patrol is definitely a mix between a typical Ultraman support team and the Ultramen as well

Gigaman of fame is also a clear homage to the original Ultraman, right down to the same fighting pose, as well as some other influences from the tokusatsu genre. Though he is abit of a "larger" example, than most.
