I guess you can argue that for Tien (I forgot about this scene) but for Trunks he just looks emaciated even without clothes.
It’s not just exclusive to them either, just more prominent since they used to be noticeably larger, long clothes or not.

This was for a Halloween contest runned by . I turned a Tirae into a tall, emaciated spirit with long limbs. What I was trying to do was make them like a Wendigo.

EPIC DAY! We encountered 22 turtles ( stealth-captured 12 of them): 2 to rehab & 1 dead stranding (weird leisions, emaciated).

We also found a decomposed manatee (reported to state) THAT WAS BEING EATEN BY A LARGE TIGER SHARK 2/3 THE LENGTH OF OUR BOAT!! So cool!
