At the moment, Mikuru and Kurumi's headcanon english VA is Kira Buckland. Kurumi Sounds like her take on Jolyne in stone ocean and I still haven't found a good example for Mikuru but Ditzy Chou-Chou from Mugen souls comes pretty close to what I imagine.
