The color casting wasn't done intentionally - white paint is white paint - but a byproduct of being photographed. Why this effect looks so cool is it's the only time in the show you would get these extreme colors not possible with ink and paint alone. It's overexposure!

If you do not have time or desire to make a sketch with color and that it is decent, you can choose a color for the brush, then in multiply layer give monochrome colors, and in another layer give the highlights in layer mode overexpose color.
