I don't think Cates cares about the Venom part of Eddie Brock. In fact, looking back on his run I get the impression that he actively dislikes the relationship between Brock and the Symbiote.

You know what I think could've been interesting? If Peter's thoughts and memories of Osborn had subconsciously influenced the Symbiote's bias. This could've resulted in conflicting feelings between Gargan and the Symbiote.
