There have been LT productions both during and past the Golden Age that already put Elmer as more of a bumbling everyman character rather than just a hunter. Stuff like being a camper, a photographer, etc. While his gun is a recognisable prop, he's not characterised by it.

Saying Elmer should always have a gun just seems very limiting to his character. Like I said before, there are plenty of cartoons where Elmer wasn’t playing the hunter role, or where he’s carrying a gun.
