There’s been amendments to this since, such as image size restrictions.
But it looks like anything under 900x900 with no more than 256 colors possibly remains a PNG?
(Adding 2 images to test this theory; one normal & one 256 color. Both 512x512.)

Building up the form more, adding in some forms to the hair, fixing(????) the eyes. The eyes at this angle are very difficult... I probably have spent two hours just trying to adjust them and looking at many references.
