During Ed Brubaker's run, he gave Selina plenty of independence, a mission, a decent supporting cast, and slowly developed the relationship. Objectively, Catwoman being linked with the Batfamily, and being a part of Bruce's life, enhances her story & exposure.

The star-crossed lovers thing gets to evolve a bit. Catwoman becoming an antihero, makes the dynamic more fun, and not really tragic at all. They still have differences, but their similarities and attraction to one another, keeps them in each other's lives.
