A simple overlay can be made by finding a high resolution paper you like, making it higher contrast, and monotone, then using “screen” as your layer setting in Photoshop, Procreate or CSP.
The difference between these two pages is purely the use of a paper overlay at 25% Screen.

A lot of people know about making illustrations transparent or multiplied to look like they’re on paper. But a paper overlay above the image can also make a very subtle difference.
Compare these pairs and see which “feel” more like pen on paper. They all use a paper texture bg.

I'm using the very low tech method of aquarelle: I make big thick cardboard stamps and use watered down acrylic print them onto a painted background.

It's great because you end up with these cute coloured cardboard bits that are useful for nothing 😂
