Just finished rewatching Silent Hill 4,
hoo boy, Walter is hands down the best SH villain for me..
During his adventures Walter shows how important it is to face his responsibilities, doing everything to save the seed.
Even so, when they arrive at the Oasis, everything is dry. Walter goes into despair because the seed is about to fade away.
