The promised working process:
I started with some 3D block out since I have 8 characters in the picture. I added textures to the model to see the light & shadow better. （and get some skin texture）

@Coelacant1 I dig the textures on the armor! My proto is a little simpler in that aspect, and i accomplished those emissive areas using extra verts to preserve quality, but those look dang good!

That being said, one neat thing about the manga is how the Pokemon are drawn in here. They look like the opposite of what DP did, making them look like real life monsters instead of Pokemon with real life textures applied to them.
