My rebuttal. I'm sorry, I just don't think Frogadier does anything special. (Ash)Greninja got all the charisma. I also love Chespin/Naught, but Quills is a mistake. Grovyle IS the S-tier though.
tbh the middle forms have been kinda weak lately minus Dewott. Monferno is great too.

*In Chespin's case, he would be my favourite based just on first form design, which I love, but I strongly dislike the design of it's two evolutions :( Shame.
