my original plan was to have the first bone just effect the tail end of the hoof to avoid as much visible "bend" as possible to keep it looking like a solid object moving inside the "fur".

While this one doesn't seem so; the fur is long, stringy, wisp like, but is well kept and almost regal. Giving the character a mysterious, persuasive, but suspicious appearance. So I think the disconnect you may be feeling is that the characters don't really vibe with (2/?)

I think something you should consider doing is tying together fur texture with the characters personalities, for example both these OCs are long furred but give different vibes off! One is fuller furred, with more rounded tufts, seems very friendly, happy/optimistic! (1/?)

i think you need to start with the shape of your character BEFORE doing any fur shapes or patterning. i have a few character designs with neck floof, but i specifically keep in mind the shape of the over all character to get more varied shapes
