What should the baseline price of my references be? I think “standard” will be forward/backward view + a headshot or chibi. Then the “detailed” ref will have more, like the second two here, including a background.

If you want something like the 4th image, it'd be +$10 for a complex bg.
2nd and 3rd one is a shaded fullbody that's $55 with +50% per extra character.

One approach to get a lot of mileage from limited palettes like the palette is to make mini-palettes for each sprite, so that if you half-close your eyes, color blobs are distinct from background. It's like blending/ dithering, just not ordered ▒
