The more layers of cellshading you use for an artwork, the more details and depth you can create. Even two layers make a huge difference in an artwork.
Here you can see how much more refined the skull can look with more than one shading layer.

pictures might make it clearer but basically what I've noticed is that the lineart varies i thickness in some parts, some just looks painted on.
they probably did that to lessen the fuzziness and gives the art a more defined shape.
