Hux is no scapegoat, that's for sure. Kylo has been shown to be more aggressive in his conquests. Those two mirror each other, yet Kylo has more freedom.

Hux is constantly at the mercy of Force Users. He trusts in technological superiority, but this doesn't spare him.
