He couldn't even do the reverse for Starline. The whole Bad guys arc was about Starline learning to be his own character and not make the same mistakes like letting his ego get the better of him. Then in his next issue, he lets his ego get the better of him.

He also sucks as Eggman's rival as he does nothing to challenge Eggman as a character. Even in Starline's mini series, Eggman doesn't even consider Starline as someone who could go against him. Which gets into into the next problem. Flynn isn't great with making rivals.

While Starline is technically overpowered, he does nothing to challenge the heroes. He has all of these weird powers but still can get tripped up by a robot head screeching at him. Even the heroes consider him a joke in story.

While Mimic was subpar (albeit a diet Envy), Rough and Tumble are too incompetent to be proper threat or to even be good enough as fodder villains. Zavok while restricted by Sega, doesn't do much to have a presence other than monologue.

Now some of you may recall that starline,much like Scourge before him, is based on famous glitchs in the video games. Wechnia for starline and asura for scourge. it’s likely These two are similarly based on some glitches, I assumed as much since the test tubes were first shown.
