"If the leaks are official why are they just using the same palettes as Shueisha?" They aren't. Araki has used those colors in his illustrations before and there also figures who use those colors, they're not exclusive to shueisha's colorings.
For public figures one often sees it try to draw their face. Changing "by" to "...in the style of" still gives you a "Chomskian" face amalgam (below). Probably because there are many paintings/drawings of Chomsky out there.
