どうやら投げ判定が出るのと、掴みモーションを出すかどうか、投げが成立するかどうかが決まるタイミングは同じフレーム内だと思われます

失敗時は1フレームだけ立ち待機が出ますが特別な場合を除いて、3fr後に通常技が出ます
ボタンだけを押した時と同じ挙動

KOFは通常技と通常投げには入力遅延が+3frあるので(ボタン同時押しの待機時間)

1P通常投げ vs 2Pコマンド投げなら
1Pの入力待機中に2Pのコマンド投げが先に出て、2Pが勝ちます

でもこれでは公平じゃないですよね
なので(理論上)同時に出るようにします

攻撃避け中に入力すれば終了直後に出ます

Harmacy week recommendation - danmei/boy's love novel, "Married Thrice to Salted Fish" by 比卡比. A historical drama about a young man unable to become a pharmacist and also an isekai rom-com. I cried at the end of act 1 fr. Absolutely no hippocratic oath in this book either.
