I think going for a(n unsaturated) color instead of gray can make the cyan pop a bit more, that or going for a hue similar to the BG to bring Jet & Co. back a bit.

Personally I make new layers and hue shift when I shade because I think it looks really nice!

Like, there's tons of Classic art with the lighter hue, just as there's Classic art with the darker hue. Having a preference is fine, but it's hardly 'wrong' to go for the lighter shade...
