The problem is, eye level and camera height refer to the height on the body of the subject. When the subject is floating in the sky and you are shooting upward (a very possible case in paintings), the horizon is outside the FOV, and the eye level is definitely not the horizon...

I like to do them first, so it can set the mood for the rest of the colors, but its important to remember that the background shouldn't be MORE attention grabbing than your main subject.
