There’s a problem with that theory. In the Japanese manual the reason Angel Island fell was via the Death Egg literally crashing into it, which can be seen in the S&K’s title screen and Lava Reef’s background. In Emerald Hill Sonic and Tails haven’t boarded the Death Egg yet.
