There was a very shortlived discussion at MMC about retooling Leo Dux into a Lio Convoy and making a Stealth Bomber Megatron, that could combine to make a TF styled Gaogaigar, it was abandoned because there would have been too many compromises/costs.

I really believe it's because of merchandise detail tbh. In the anime it's not needed since we're always seeing him close up.

For merch, every detail needs to be seen since it's even smaller from far. Besides, his earrings are basically his charm point and ppl are paying for it.
