Compared with KOF, I have barely played the Real Bout: Fatal Fury games. But I've always wondered why they've never included Rick Strowd in KOF. He's like one of the coolest characters in the franchise and his moves look sick as hell.

Pyccino is the crowning glory Pokemon, known for their extremely fancy hair and probably dismal moveset

It took me 82 moves. I wonder what the fewest possible number of moves would be.

the Dominican Baseball Brawler came to mind because the Dominican Republic showed up in a big way for SF5 and I think they deserve something neat. Use some of Shoma Sawamura's moves if you want, and again I think this character could work as male or female.

as for Evil Ryu, I think he's primarily popular among casuals. They like him because he's edgy and badass, not because of the moveset tweaks vs regular Ryu.

So I would just make him a costume. Go the extra mile so it changes his win quotes and stuff too, people WILL buy it.

There is alot if reasons but manly i belive the moveset could be bonkers and having a character representing the Indie scene would just feel right given how much bigger Indie games has become in recent years it would just feel right having a Indie star duke it out with the big!
