i’ve designed her many years ago (when i was in middle school!) and just kinda hit the nail with it and kept her ever since! honestly very little has changed since then, the skirt and sweater has gone through small variations but overall the same style!

Step 6: above all other layers (including your lines) and using neon colors, add sparkles! I also used the cyan in the upper right of those swatches to recolor certain sequins and create further variation. Set this layer to Add (Glow)!
