It's sad that a ton of his characterization is stuck in Prototype (esp. Hyde) but he's great.

That said, even I have to admit that Kongou's manga characterization IS arguably better than her anime counterpart in Seasons 1 and 2....maybe at the expense of Kiyama and her students being...pretty much left to rot in the manga.
