Set it to export at 300% and then it did not bother actually doing it? I have no idea how it happened that way.

finished the model (for now). Although a strange issue i came across is that on the main 3ds max file, gaze's hair doesn't move with the bones, even though it's fully rigged. exporting the file to other formats fixes it, but the main file is stuck like that
