i usually do it from rough sketch > sketch > lineart > base color > final touch

I do a similar process, I sketch the hair shape first and then indicate hair strands with the colors! I'm a big fan of flowy lines like in this game art, though, so even though it's harder to color I can't help but go all out on the line art.
