If it's a serious question I can answer: Generally the term pixel art is used when the pixels are placed by hand, one by one. A low resolution image would simply not look the same as intentionally crafted pixelart. Jpeg sorta blurrs that line tho, literally.

Jeffe was originally intended to be the boss of Piñata Central, before being replaced by Langston to tie in with the animated series. Some remnants of this are present ingame, including Jeffe's face on chocolate coins, and his name, which derives from "jefe", Spanish for "boss".
