The program I used for these is called Visio Home. It was an old Win 3.1 program that was basically a vector drawing tool. It's real purpose was for making charts and blueprints, but I found it worked rather nicely for making vector art of whatever I wanted.

Doing some practice with landscapes/sky painting, starting with recreating photos I took. This one was done in a little over 30 minutes; used various different paintbrushes and copious use of the blend tool.
