The main problem of 2d background animation is that it precludes detailed backgrounds from the scene, as redrawing it potentially 100s of times from different angles is generally too laborious. Yasuomi Umetsu's non solution from the second Devilman OVA was very nice though.
@JJBAscreenshots OVA didn't end with Empress teaser but they changed to an original scene where the crusaders attent Avdol's "burial".
