Ah, They're neon! For the cloud I modeled it in blender then duplicated it and booleaned it to make the shaded parts and then color it all in blender :) For the trees, I just duplicated it and recolored it.

I still have that problem and use that technique actually! Sketch brushes are very thin and hard to work with (but i love that crunch) I just lower the blur effect setting significantly and set the duplicated layer to multiply now!

Add some white shapes to top it off. Duplicate white later, set it under the first. Filter, gaussian blur it to add a nice glow effect.

I duplicate the gray layer and this new layer becomes the flats layer. Lock the transparencies on this layer (that little checker board icon next to "lock:" up top). Start coloring in all your flats on this one layer. Ignore small details for now, focus on coloring "materials".
