@UmbraGAUZE The color design of the character is good by itself but I used a form of "bootleg" Chromatic aberration to get this effect. The image on the far left is the original and I layered the other 3 on top with two additional filters.

Uhh eosday yippeeee here's a version without the filters, BG and overlay because I tried new brushes out for the shading and I think it's neat #touhou
the extra images are just for cropping i don't draw detailed at all there's no need for closeups lol. i like this style of shading though where i start with something like this and put a bunch of layer filters on it
