In the commentary for episode 3, On the Night of the Ball, Ikuhara says that they were aiming to capture the "mood" of Saito's work. Perhaps you thought this was just horrible off model animation, but no. It's a nod to her version of the story, which came out first.

Stage 1 of Ikuhara marathon is done! We’ve finished Sailor Moon S. When I was a kid this was my fav season and it showed me the very 1st positive lesbian characters I would ever see on TV. As an adult I can tell how much Ikuni loved depicting them.
