Here's a sort of tutorial how I do eyebrows - I just use a brush, like on the picture to draw the eyebrow shape, and then use the eraser to clean up the shape. And yet again go with eraser or with a thin brush and skin color to do the small strokes to make the individual hairs...

For my redesign, I decided to change the overall face shape, eyes and hairstyle for more of a cat look since I didn't see it previously. Felt too wolf-like. Hair is ever changing but I noticed the bangs never fit.
