Generally, I do this:

1) pick some complimentary colors (in this case, neighbors)
2) adjust the lightness/darkness and the saturation in a descending order (the middle one is usually most saturated though)

There's a lot more to it that you can learn about, but this is quick.

It is very lovely and also very interesting. The plot is something I don't see often too: the protagonist, Sachio, hates his face bcs it reminds him of his father and wants to start fresh in Tokyo but his neighbor has the same face as him!!! XD it was fun seeing the two together
