Just read that artist Hector Garrido died recently. He was responsible for the amazing card art on the 80s Hasbro GI Joe action figures & vehicles. He had such a cool, dynamic style. I can look at his art all day and keep finding new details and little nuances. What a talent. RIP

I think Pocket Ryu is based off his MvC appearance (both have darker brown hair/ red gloves). Pocket Akuma looks like a composite his sf3 and zero sprites (rope-like belt from sf3, dark grey gi from zero). Ken is like a composite too, short sf3 hair but light gloves like zero.
