For those unaware, the short version of this lengthy topic during this era Cass was forced to drop the Batgirl identity because a higher-up wanted Babs back in the role. They settled with Steph, but eventually those who wanted Babs won out two years after this.
The change in tone and villains often reflected a change in cultural perspective. "Wicked Bandits, and Savage outsiders" slowly fell out of favor for "Corrupt Businessmen, Greedy Dictators and Cruel Soldiers"
