1886年１月、アーウィンと神奈川県知事との間で契約された渡航約定書には、移民への優遇策として白米を供給することが約束されていた。
翌1887年３月、安藤総領事は「脚気で死亡する渡航者が多いのは１日３食を粟麦から白米に変えたためという医師の説がある」と白米供給の削除を井上外務卿へ求めた。

第１回渡航船到着４ヵ月後の1885年６月、ハワイ島の移民１人が脚気にかかり医師の診断で５日養生したが、雇主に脚気の知識がなく仮病扱い。
第２回渡航船到着１ヵ月後の1885年７月、ハワイ島へ渡った25人のうち17人が脚気。
総領事は1886年７月、脚気による死亡者が多いと報告。
