The difference is most anime begins as a manga. Where as Western Cartoons often begin life as scribbles on restaurant napkins. (Ex: Spongebob)

Right now studios like Cartoon Network are just wish fulfillment for CalArts students.

I've seen a flood of student films drop over the past month and they all look different from each other

I remember everyone saying the new She-Ra looks like "calarts" bc they simplified the artstyle and made it more cartooney. Yeah the old one makes them look a bit more realistic but the animation was soooo stiff. The new one looks better by far.
