His name is Screamer. He took place during development of Sonic Mania.
He's actually not really out to kill anybody, he was programed as a scrapped function where he runs towards the character and jumoscares em. It's what he does-
@chaomix It was fun to learn about this character. Now if only we could also get Fat the Kookaburra to become an official Sonic OC as well. A sprite was made by Paul Veer (@pietepiet) who was one of the pixel artists for Sonic Mania.
