This Seel seems to have been struck with a Shadow Ball attack. She is absolutely fine, btw, thanks to the band on her horn that protects her.

Seel/dewgong? Mayyybe dragonite?
I think its more seel cause. Firstly; horn on head, second; face shape, third; its shown a lot in sprites to have its tail higher then its head, so maybe its behind it? Fourth; its tail seems to be in two, but eh.
Also the dots are def hands/paws!
