This is Kirisaki, Ultraman Tregear from Ultraman Taiga. He may seem cool but he is completely useless and probably one of the worst villains I have ever seen in Ultraman.

Every time someone talks about this, they neglect to mention that Cutter Kirby is a reference to Ultraman. The cutter even had those ridges on the bottom in the cancelled Kirby GCN.
