They are Tsukumogami lacquered wooden clogs worn by Shinto priests. It's strange to see them paired with Kutsusura, rather than another Asagutsu.

Children make excellent basilisk barrel cleaners. Make sure they don’t sleep in them though, before loading munitions in the breach. Despite the blood being a decent substitute to gun oil, the gore clogs up the works to high hell.
