I do think at one point Osiris asked Hathor to manipulate Nephthys. It could also explain why Hathor was so mean to Nephthys and talked about betraying "love." The delusion of love Hathor knows how to play with.

she is holding the flail in her left hand, definitely a queen, there was not uraeus , it is royal vulture crown, the bird head is missing . Hair is the tripartite Hathor wig. Popular in 18th dynasty as well , my own reconstruction below.
