I also think giving Nightwing a team of villains like the Sinister Six or Rogues would be cool.

Maybe a revived Circus of Strange under new leadership of Raptor, with new members like Double Dare and Swashbuckler, as well as old ones like Big Top and Phosphorous Rex.
