Hmm... I think if I had to pick something that compares to Raichu, I'd say Buizel! It's got a decent belly, a really cool tail, and amazing paws (which admittedly may actually be better than Raichu's).

Now... if it just had some nice floppy ears, it wouldn't even be a contest.
