Like I have yet to hear from anybody that Rio has a mental disability that I instantly connected with her plights due to Specific Language Disorder, and yet she doesn't ever reveal it, she only "hints" at it, plus it made perfect sense for the weird, clunky gameplay.

Toast was initially unable to walk from birth. This changed when she enhanced herself with cybernetics. Despite her animosity towards people, she'll offer to aid those with disabilities. Red Ribbon soldiers have gotten cybernetic prosthetics, thanks to her.
