Found a nice "pencil drawing effect on a photo" tutorial. It includes 37 steps.

There are a bunch of filters which can create this effect in just one step: Charcoal Drawing, Crosshatch Drawing, CrossHatch, 3 Tone Coloring, Pen and Ink Crosshatch (not a full list)
