I think Robot Keiji K is because of Shin Kamen Rider's manga prequel. As you can see there is a Robot Keiji K looking character in it. But I doubt it appears in the actual movie.

I used to watch "Chip N' Dale: Rescue Rangers" (1989). I always liked episode 2 because Capcom had pulled direct references from it for the NES game. Top notch Japanese animation in this episode.
